Hi Mr. Chee Tai,

Assuming you are referring to Singaporean purchaser with no property ownership at the moment, the significant difference is the max loan-to-value. Previously it was max 80%, it has gone down to max 75%. Meaning one has to come up with 5% more cash/cpf OA , which means extra 50k for a $1m property. The Buyer's stamp duty amount remains the same at approx 3% for $1m property.

If you are referring to 2nd property purchase, things are much different with an extra 5% ABSD on top of the previous % ABSD amount.

Hi Sir,

The main difference is the Loan to Value ratio. Buyers used to be able to take a max loan of 80% but after the measures, buyers will only be able to take a max loan of 75%. For a 1 mil property, this translate to an additional cash outlay of 5% or $50,000.

There are changes to the Additional Buyer Stamp Duty rate as well, an increase of 5%. If you are buying a 2nd property, you will need to incur an additional $50,000 in stamp duty cost.
