With a valid IPA, is it a gurantee that banks will loan me that max.amount?

Good evening, it won't be a guarantee. As its named, in principle approval is only an estimation but its closed to the final loan amount.. The final loan amount will still be finalized when bank receives OTP and they send their valuer to assess the unit. This will greatly reduce the potential of buyers overcommitting to units they can hardly afford.
