But if you are contacting the marketing salesperson of the intended unit yet being asked to pay commission, you can opt to move onto another unit or bring forward such act to the CEA.

Dear Mervin,

I do agree with you that should a salesperson seeks your payment of commission as a HDB buyer when you have contacted him/her through their advertisement, it is not right, however, should you have engaged the services of a salesperson to source unit for your purchase, I believe that this service brought to you should be payable, especially so if the salesperson has gotten you a good price.

In a nutshell, as long as there is no flouting of regulations like dual representation, I believe it is a good deal to pay for the services of a salesperson if he or she can save you some money in purchasing even after considering the commission.

with refernce to your question,if you have engaged a sales person to search for home, arrange viewing, negociate and assist you to acqire a home. For sevice rendered sales person are entitle for his/her fee. In addition sales person are better equipped with knowledge and latest pricing which you can possibility benefit in a process of purchasing if you idenified a right one!
2nd Answer to your question, if you have contacted the seller agent directly, you don't need to pay fee but you are not represented by seller agent. you need to get someone to submit your document or also can be assisted by same agent. But remember at the end of the day, seller agent liability to get best deal for his client, by having agent representing you deemed as good option in real estate busness to advise you on latest pricing.
