2) Let said if you do not have budget constraints, it is best to invest in some places where the majority of people inclusive of foreigners are keen because this is a place where you will find the biggest pool of buyers with the budget.
3) If you have budget constraints, then it is important to know how much you intend to invest and the risk factor you could handle.
4) If this is your first attempt, I always recommend investing in some area that has lower risk. Although the profit margin might not be high but can gain in a progressive mode.
