Morning Kelvin, BSD is payable for all property purchased within Singapore which is payable via CPF. ABSD is payable by PR and non SC buyers on their first property or by SC buyers on their second property. This is payable by cash. How much cash you need to for for stamp duty for 3 room flat would depend on the purchased price, your citizenship status and how much CPF you have at hand.
