1) As explained by Robbie TOP stands for Temporary Occupation Permit. Very commonly used by agents to tell clients when the project is ready for key collection.
2) In fact, all development in Singapore need to go through inspection and testing by various authorities before they can receive a TOP permit to allow buyers to collect their keys.
3) All buildings, facilities, electrical, and water supply must satisfy authorities' guidelines and build according to the development plan submitted.
4) Thus the model you saw in any show flat has to reflect the actual development as much as possible. The model and all show units also need to be scrutinized by COH before it is permitted to display.
