What is the process of applying a flat if I (22F) am an undergraduate planning to marry a non singapore citizen (25M)? I am still not employed as I am a student and He is a diploma holder and employed. I tried to do the HFE check but it says we are not eligible. However, i heard we can purchase resale flats?

Hi there, you and your partner can apply for HDB for resale under the foreign spouse scheme. However, you would have to resolve your financial issues first as you will be buying under owner (SC)/occupier (Non SC) scheme, hence your partner income will not be consider for any loan and you are currently not employed as well. my suggestion is to either wait till you are employed or your partner has gotten his PR status before you proceed with your housing plan. You will be only eligible to purchase a resale HDB under non-citizen spouse scheme after getting married, thus the reason you are ineligible based on my guess. In terms of home loan, since you are currently unemployed, you will not be eligible for any home loan, therefore unless you are able to do a full settlement using existing CPF as well as cash savings, you are unlikely able to finance this purchase too since your partner is a foreigner and cannot be named as a co-owner, thus his income cannot be recognised for loan.

Hi,

1) There are 2 obstacles in your application:
(a) Eligibility
(b) Financial commitment

2) Eligibility: Since your fiance is a foreigner, you are only eligible to apply with him when he officially becomes your husband.
Finace/Fiancee scheme is not eligible to SC + FR, it can only be eligible to SC+SPR/SC.
(a) You can only apply for a 2-room 99-year leasehold in the non-mature estates from HDB or,
(b) a resale flat (any type) on the open market.
(c) He must own a Long Term Visit Pass or Work Pass of at least 6 months from the date of issue at the time of application submission.
(d) You are eligible to apply for an HDB housing loan if your household income is not more than $7k.
(e) You are also eligible to apply for the Single Citizen Housing grant of $40k.
(f) You may also apply for the EHG and PHG if you meet the eligibility conditions.

3) Financial commitment:
(a) The HDB will also assess your income because you are the only owner.
(b) The HDB is not able to secure any loan for your purchase unless you have a stable income.
(c) Your fiance's income cannot be used to compute for a loan because he is not an owner.
(d) In this case, your purchase must be in full case payment.
(e) Your fiance can only be an owner of the HDB flat after he receives an SPR or a SC status.
(f) Do note that no banks can release a housing loan to you due to your income status too.

Yes, you're not eligible to apply for a BTO flat. You can however purchase a HDB resale flat under "Non-Citizen Spouse Scheme". But do take note that you will be the sole owner of this flat, and as you're unemployed, you may encounter difficulties getting a loan for the purchase.

If you need to use your spouse's income for property loans, it is advisable for you to purchase a private property instead. This way, both of you can be joint-owners of the property.
