DBSS ultimately is still HDB housing, and is managed by HDB, it will not be privatized. You pay the S&CC fees to town council, the development is not gated and there are no common facilities such as pool or clubhouse. Typically S&CC fees are lower than maintenance fees of condos.
EC is semi-privatized after 5 years of stay (can sell to SC and SPR), and fully privatized after 10 years of stay (can sell to foreigners). Monthly maintenance fees are higher as you have more common facilities and upkeep.
