According to the URA's guidelines, flats (which also refers to apartments) and condominiums must have a minimum site area 1,000 sq m and 4,000 sq m respectively. Condominiums require larger site area to ensure that there is sufficient space for more communal and recreational facilities.
In Singapore, condominiums and flats have a site coverage control of 50%.
An apartment does not come with facilities while a condominium comes with facilities.

1) Technically, an apartment is a private condo land size less than 4,000 sqm. A private condo's land size must be larger than 4,000 sqm to be classified as a condo.
2) The facilities between them are largely dependent on how a developer planned to build. An apartment can also have a 50m lap pool and a good gym size.
3) To select a property does not rely on whether it is an apartment or a condo, there are lots of other factors that need to consider.

In my opinion, condo is a better option if it is for a family with kids. This is because generally condo will have better facilities and the site area will be bigger. In the long run, condo is also easier to maintain as there are more owners who will be sharing the maintenance and upgrading costs.
