Hi Yana,

1) There are 2 types of contra schemes under HDB policy.

(a) Contra Facility: This is only applicable to buying of BTO/SBF. This works similar to bridging loans in private banking except this is only available for new HDB flats only.
You may apply for this when your current flat is in the process of selling but you wished to collect your new flat first. While you need the sale proceed to finance your purchase. For more information on when you are eligible to apply for this have to check with the HDB officer.

(b) Enhanced Contra Facility (ECF): This is only applicable to buying resale flats. You will have to submit both BTO together in order to be eligible for this.
All returned CPF will go direct to finance your purchase flat without the waiting time for a CPF refund from your selling. The condition of applying for this is your current flat must be fully paid without any outstanding mortgage.
Note that you must be able to pay for your stamp duty and legal fees with your CPF or cash. The refund CPF cannot be used for these 2 items.

2) You usually will see this term in the advertisement and in general they are referring to 1(b).
3) Under 1(b), only 1 party out of the 3 parties involved is allowed to utilize this facility. Thus if you are planning to use this ECF, you should avoid viewing such flats.

Hi Yana,

If you are referring to contra for HDB resale, in a nutshell, it means a seamless movement of funds (cash+CPF refund) locked in your current property, towards the purchase of your next HDB, such that you need not attend 2 appointments (sale & purchase) and can transit smoothly.

Do note that only cases without bank loan involved are eligible for HDB contra facility.
