what if all the HDB processing was done and it is time for the completion but can't have the required amount for the seller to pay?

Afternoon Cathy,

The seller have the rights to get the buyer to perform accordingly, as per OTP. If buyer refuse to perform, the seller can sue the buyer for non performance and request for compensation.
