2) I can only answer from what I understand from the HDB.
3) The salary assessment is conducted during the following processes:
(a) Registration and Selection
(b) Signing of Agreement for Lease
(c) Collection of keys.
4) Thus due to the current long application and key collection period. The problem that your household income exceeded the income ceiling is very likely to happen since the whole period could drag for as long as 5~6 years.
