What does it mean by having to do contra?

Hi,
Doing contrais a way of buying and selling of HDB flat by one party at the same time. Insufficient CPF funds for down payment of the new house are part of the reason of doing so. The other reason is to save on interest of having to pay for a bridging loan from the bank. In order to do contra, the owner must be eligible to take a second HDB Loan, if not, he will have to take a bridging loan from the bank for the transaction to take place.
In other words, its a way of using your proceeds from the previous house sold to pay up for your next buying of housing.
