Hi,

A more realistic budget for a 800+ sqft 2 bedder would be $750K upwards i.e. min of $168K cash + CPF for downpayment and stamp duty.

For $120K cash + CPF, you could look at the newer apartments where a 2 bedder could be 500 sqft at $600K.

On 90% loan, you could check with the banks but I highly doubt it unless you are a premium customer or staff of the bank.
