Hi,

1) The HDB flat is meant for Singapore Citizens (SC) and Singapore Permanent Residents (SPR) who decided to settle in Singapore.
2) The HDB board is served to encourage SC and SPR to build a family as soon as possible.
3) Therefore the majority of the eligibility schemes you may see are for family nucleus, and minority for Singles who decided to stay Single. This was the main reason for the age limit.
4) The only difference between a new flat and resale flat eligibility is an additional of the Non-Citizen Family Scheme.
5) This is meant for families comprised of non-citizens and non-permanent residents with at least one Singapore Citizen to be able to buy a home of their own.
