Good morning Louis,
you have to be a Singaporean in order to be eligible for non citizen spouse scheme.
If you are below 35 years old, your foreign spouse needs long term visit pass or work pass and if you are above 35, your spouse needs a visit pass or work pass. Both visit pass must be valid for at least 6 months at the time of resale application.
During first appointment, you need to bring along your marriage cert etc.
Do take note that for mortgage application, it will solely based on your income. You will usually need to produce past 3 months pay slips.
