Currently houses near to pioneer side is full for PR. It doesnt affect whether you are PR or Singaporean for COV side. You can still find houses of reasonable COV.

I stay in Jurong West, so i am quite familiar with the Jurong area.

Yes you are right. For some of the flats selling in the market, the PR quota is full. But you will definitely find some that the PR quota is not reached yet.

COV used to be quite high few months back. But with the recent govt measures, COV is coming down. There are reasonable sellers out there, selling at reasonable amount of COV.
