We have HDB under SERS, got in 2008. Now we have moved overseas and stay there for good, i.e. no intentions to return. How to convince HDB to let us sell in open market? We are not profiteurs or investors, just want to sell fair. Any arguments?

I have done cases like yours and have successfully appealed to the HDB authorities.
