We are the buyer, Our completion date was suppose to be on 22 Feb, but seller agent claim HDB overlook our application. So completion date will be 9 march instead.

We signed a extension from 22 Feb to 21 May. Now seller tell us they will be staying to 8June.

Who is right? Can we void the extension what are the penalties?

Why not check with HDB to verify the seller agent claim?

Both buyers and sellers have access to the resale portal to see the updates of their completion date.
HDB will inform both parties via email that your resale application is accepted and for documents to be endorsed. And will inform you of the completion date. If there are any changes, you as buyer will be informed by HBD directly as well. (Not need seller agent)

Extension of stay is commonly understood as extension after completion date. However, this is a mutual agreement by both buyers and sellers. Not with HDB.
Even if you register this arrangement formally with HDB, it states in the application that it is a separate private arrangement between buyers and sellers only.

The ball is on your court now.
You can choose to exercise goodwill or otherwise.
