We are tenants and there is a HIP scheduled in our rental unit soon. We would like to ask who is liable to pay the costs of sealing the unit and post HIP cleaning services.Since this activity is being conducted as per owners choice, we think it should be on the owner and not tenant. Any advice on this would help, thank you in advance!

Hi, usually it is on the owner, as it has nothing to do with the tenant.

I am afraid we do not have an answer here as I believe there is no clause within your rental agreement that touches on such arrangement. If you insists on having an answer, you may perhaps wish to direct the question to a lawyer for professional advise.

I'll try to seek middle ground where both landlord and tenant coshare the costs if I were to handle this "dispute", given that while the process can be troublesome and dirty, you will ultimately get to enjoy a new bathroom minimally at the end of the HIP. Read More

Yes, you're absolutely right.

The owner of the HDB flat is generally responsible for covering the costs associated with the Home Improvement Programme (HIP), including sealing the unit and post-HIP cleaning services.

Here's a breakdown of why:

The HIP is a government initiative to upgrade older HDB flats. While owners can choose to opt FOR IT

Ownership responsibility: As the HIP is primarily for improving the condition and value of the flat, it's considered the owner's responsibility to bear the associated costs.
Tenancy agreement: Unless explicitly stated in your tenancy agreement that you, as the tenant, are responsible for HIP-related costs, the owner should cover them.
Important Considerations:

Communication with landlord: It's important to communicate with your landlord and clarify expectations regarding the HIP works and associated costs.
Access to the unit: You'll need to cooperate with the contractors and provide them with access to the unit during the HIP works.
Temporary inconvenience: There might be some disruption and inconvenience during the HIP works, but the improvements will benefit you as a tenant in the long run.
Additional Tips:

Review your tenancy agreement: Double-check if there are any clauses related to HIP works or maintenance costs.
Negotiate if necessary: If there's any ambiguity in the agreement, try to negotiate with your landlord to reach a mutually agreeable solution.
