As of now, I will advise HDB sellers to sell first then purchase. While for your case, you have to wait another year for the MOP to be fulfilled.

I will advise you to wait till Nov 15 then you start house hunting while selling your house at the same time.

In the term of 'new flat', are you referring to BTO or resale? Firstly, you must fulfill the MOP requirement before you can ink on the OTP for purchase. Secondly, I would need to understand your intention and financial standing before providing the right advice. Generally, most agents would advise you to sell first and buy later. Lastly, if you are looking at BTO, you will need to factor the selection and waiting time for the unit to be built.
