We are married couple, both PR. I'm in the midst of applying citizenship. We are trying to get a hdb with 3 bedroom, with upfront investment of not more than 120k. Prefer on the west, 10 yr old or below. One challenge we have is that we own a property in Malaysia, which is still under construction. Do we need to sell the property in order to buy hdb?

Good afternoon P, I will advise you on obtain citizenship before purchasing a resale HDB. This will save you on 5% additional buyer's stamp duty. As my fellow colleagues have mentioned, you have to dispose off your interest in overseas property within 6 months after HDB completion date.
