we are both PR
for buying resell Flat required 8% stamp duty
after completed 5 year MOP, i converted become Singaporean
then i apply BTO. did i need to pay 12% ABSD for second property even though i just move house from west to east

In this situation, ABSD is not applicable, as the BTO will be considered your first matrimonial home.
