1) This cooling measure is to dampen the HDB's rising price.
2) It was observed that private owners are more willing to pay a higher price to downgrade than the new homeowner, thus the issuing of this restriction.
3) Although there was no specific statement on the disposable of private residential property is only limited to local property. In general, it will refer to all; including local and overseas.

5) I believed the HDB will deal with it on a case-by-case basis until further instructions.
