1) As of today, there is only 1 condo that meets your requirement of 2 bed 2 baths within a $1M budget.
2) You are looking at the resale market which saw good profit received from these transactions. Do you know how much they had paid and sold?
3) In general, it is common to see that most if not all resale property prices will fluctuate within a range.
4) The reason is logical because these sellers are selling based on old transacted price, thus will hover around that range.
5) So after you bought, you have to sell within this region as well, the appreciation you are looking at is properly the inflation rate.
6) If you are thinking to gain profit from like these current sellers who sold, then I have to tell you the cruel truth that it will not happen.
7) There are lots of factors to consider before buying a property whether it is for own stay or for investment.
8) Suggest you approach an experienced agent that could share how the property market works before jumping into it.

It is never too early to enter the market, but rather when are you looking to exit the market. Most people fail to plan proper for the exit of their investment. I'd have to say that pricing in Punggol is going to be extremely competitive given the huge supply, regardless in the primary or secondary market, therefore growth in terms of value will need careful analysis before entering.
