Have you applied to check on your home loan eligibility based on your existing income? CPF funds at $78k is quite healthy if you are able to secure home loan and with some cash on hand for the purchase of a resale unit especially for 2 room HDB flat. The key is on your loan eligibility and also if you are taking a HDB loan for 2nd time, you may need to appeal to HDB to waive off the cash portion from the sale of your first matrimonial house.
