Hi,
Yes he needs to fulfil the HDB criteria at the point of inheritance to be eligible to keep the flat. Even if you include him as a co-owner under Tenancy-In-Common (joint tenancy is for married couple), he still needs to fulfil the eligibility at the point when you pass on, and HDB will be the authority to determine whether he fulfils the eligibility to keep the flat, so its not a 100% guarantee.
