There are 4 schemes eligible for new EC;
a. Public
b. Fiance/Finacee
c Orphans
d. Joint Singles
Since you are single and under 35yrs old. You are not eligible to any of the schemes above.
If you intend to buy EC as sole owner, the only way is to buy a resale EC. There shall not be any restrictions on the type of ownership.
