Single Singaporean above 35yo, move back Singapore lately. I have my 2 months payslip and waiting to collect 6 months payslip to get HLE. But with the new requirement of HFE letter, it stated that they need 12 months payslip for income accessment.

1. It’s that mean i need to wait 12 months?
I could provide my Year 2022 payslip from foreign country if needed. Or i could get my current company issue a letter?
2. Any option if i want get Resale HDB earlier?
3. How if i consider bank loan also require 12 months income payslip? Also it’s HFE needed regardless you take HDB loan or Bank Loan?

You may wish to call up HDB to work out the documentation support part and see if your company letter is sufficient for their assessment to grant you the loan. The alternative is to work with getting a bank loan instead. As far as I know, bank loan do not need to provide 12 months income proof. I have heard of cases where you only need 1 month income proof. Hi,

HFE is needed regardless whether you are taking hdb or bank loan, because part of the HFE is to ascertain eligibility and grants. For 12 month payslip window, if you are applying in May, they will require April 2022 to March 2023 payslips. Yes the foreign country payslip will help. For bank loan they still look at latest 3 month payslips for fixed income employee.

1) I don't think you will need to wait for 12 months to submit your application.
2) Tax return slip from overseas could also be a supporting document to verify your income.
3) Payslips from a foreign country would also be proof of your income.
4) I believed the 12-month payslip requirement is meant to determine whether you are continuously employed for the last 12 months, and also to tabulate an accurate HDB loan amount.
5) As HFE is a very new system employed, more leeway will be given.
6) You may call the HDB hotline (1800-866-3066) or send in your query via their feedback channel to verify: https://services2.hdb.gov.sg/webapp/BF12AWFeedback/BF12SFrontController?service=ServiceFeedback&operation=createFeedback
7) An HFE takes 21 working days to approve. Since this is a new system just implemented on 9th May 2023. Therefore I won't be able to know how fast it could work.
8) But I'm aware that you have to ensure you do your submission correctly. A lot of people missed the submission step due to the way they design the portal. So take extra care to ensure you had applied successfully.
9) If you decided to go with a bank loan, no changes to their requirement, it will only need 3-month payslips. This is provided you did your HFE correctly, otherwise, it might still probe you for the 12-month payslips.
10) HFE is needed no matter if you are taking an HDB loan or bank loan.

Hey, there.

1. With the new HDB Flat Eligibility (HFE) letter, the income assessment period has been changed to 12 months. However, since you have already collected 2 months of payslips in Singapore and have your 2022 payslips from a foreign country, you may submit these documents for consideration. It is also a good idea to obtain a letter from your current company to support your application.

2. If you wish to purchase a resale HDB flat earlier, you may consider obtaining a bank loan instead of an HDB loan. Banks may have different income assessment requirements, and you can approach various banks to explore your options.

3. If you opt for a bank loan, the HFE letter is still required as it determines your eligibility to purchase a new or resale HDB flat, as well as your eligibility for CPF housing grants. Banks may have their own income assessment requirements, which could differ from HDB's 12-month income assessment period.

Overall, the HFE letter is necessary regardless of whether you choose an HDB loan or a bank loan.
