Hi,

1) You should read and understand the instructions provided in the OTP.
2) Sellers doing contra; means that sellers are employing an Enhanced contra Facility. Their sales proceed will be calculated for their purchase and to determine the shortfall.
3) 60 days delayed submission means that the seller will only submit their resale application 2 months after OTP is exercised.
4) 3 months extension is tabulated after the completion of sales.
5) So it means that the buyer can only take over the flat around 2 mths + 3 mths (~approval + legal completion period) + 3 mths, which is 8 months after exercising of OTP.
