Regarding to the latest MAS Property Market Cooling Measures (wef 06 Oct 2012)
Say I am 40 years old, and i take a bank loan on a private property with tenure of 25 years.

This is my second home (the first is BTO HDB, which I fully PAID, no outstanding loan).
I will be (40 + 25) = 65 years old when the loan ends. My loan tenure does not exceed 35 years.

Everything is within acceptable limits.

What would total amount I can borrow for my 2nd property? 80% or 60%?

Based on the situation which you have projected, you should be able to get 80% loan for your second property.
