Good afternoon! Residency status and MOP play a larger role in it. Only household with at least one SC are allowed to hold on to and rent out their HDB after MOP and purchase a private property. If its a SPR household, they must sell off their HDB within 6 months after keys collection of private property purchase. As for fully paid or outstanding loan, it will only affect the ability to obtain the loan amount. Hope my explanation helps.
