If you have purchase your resale unit with grant and intend to purhcase another new HDB unit are you then eligible to pay the levy.
Downgrading to 4 room flat in the resale market, with bank loan will not result in additional expenses. But if you are taking HDB loan for the upcoming purchase, you are required to use 50% of your resale profit, on top of your CPF monies, before HDB will loan you the balance.

Nice to see you in Propertyguru. As mentioned by the other gurus, you will not need to pay resale levy if you intend to purchase from the resale market. Whether resale levy is even chargable in the first place will also depend on whether did you take a grant when you purchased your EA in the first place.

I hope your question is answered. In a house sale and purchase, there are still many things to be discussed. Most importantly will also be the timeline of the moving out and shifting in. The purpose of downgrading might also affect the timeline and also whether to take bank loan or HDB loan for your next purchase.
