Pr couple with combined monthly income 9k,can they buy a 3rm or 4rm hdb? Are they just restricted to the 5rm hdb only?

PR couples are not restricted to any housing size. It's your preferred lifestyle which matches your budget that decides your housing size. YOu may want to have your IPA done before deciding.
