Hi there, at the point of the Sers announcement,

to be entitled, one of the owners of the flat has to be a Singapore Citizen, and the other flat owner or permitted occupier must be at least a PR.

You must still have a valid family nucleus.
You must also not have any private property
or have sold off your private property 30 months prior to the announcement of SERs.

Must not have used your 2 chances to purchase subsidized flats

There are many other circumstances and scenarios where you are not eligible to take possession of the new flat, those involving private properties here and overseas, this ownership includes the owner and the essential occupier.
