Yes, she will be eligible to purchase a resale HDB flat using her own name. However, do take note that she may not qualify for a loan, and the flat will be needed to be paid for in full.

As for restriction, you may wish to check out the ethnic quota for the flat she is purchasing, to see if she qualifies.

Yes she can purchase resale hdb under her sole name no issue. However, it is unlikely she can get a loan under her name if she is a retiree with no income, and likely need to use more cash for the purchase.
