It depends on whether you need your sale proceeds to complete the purchase. If so, you need to time your sale completion to be before your purchase completion, so that the sale proceeds have time to come back to you and you can use it to pay down the next flat.
If you are under HDB loan and plan to take HDB loan again or no loan, you can go for contra facility and it can be a seamless transition. Also if the 3-room location you have in mind have sufficient supply, and not difficult to find, it may be better to sell and buy concurrently so you have sufficient time to fetch a good price outcome for your unit.
