Your MOP is still 1.5 years away and your reason for selling is not substantial enough to obtain the special approval. You can try but based on my understanding, the chance are slim.

Seriously according to the rules of HDB, MOP must be fulfilled before you can commit to purchase your next property. That is firm. Definitely you can try to appeal because theoretically speaking, no one can stop you from appealing. Chances of success will largely depend on what is the reason for the early sale. Like what Mike as mentioned, selling because you want to upgrade is not really a strong enough reason to pull through the appeal.
