It is still early days to talk about the impact of NDR policy for HDB market. Are you planning to purchase a 2 room flexi unit?
Anything is possible, but so far I have not personally seen anyone who has been rejected for their Student Pass when they arrived, except for some delays due to administrative errors. Do you have a friend or guardian in Singapore who can assist you with the rental when you arrive in this case?
