Morning Siva,

You sound as if HDB flats are commodities.

There's no one for one exchange of HDB flats.

You can choose to purchase a resale HDB flat of your choice in open market and at the same time, sell off your current HDB flat.

But you have to understand you wont be able to hold on to your private apartment as under HDB regulations, if you purchase a resale HDB under current rulings, you have to sell off any private properties within 6 months after completion.

May I know whats the reason that you will like to own other HDB flat instead of the current one you own?

Afternoon Siva,

If you are talking about you buying your seller's unit and your seller buying your unit, YES. Standard resale transaction applies. But as to "exchange unit", I would not dare commend as I'm unsure where you are coming from.
