My wife is current owner of HDB flat. How can we add my name as a co-owner and utilize my CPF to pay off the remaining outstanding amount without going through revaluation and pay the existing flat with current market rate. I find it ridiculous to re-sell it to herself and me

Hi,

1) I do understand the frustration you are having that you have to pay someone to evaluate your house and pay IRAS stamp duty just because you wished to help your wife to pay off the outstanding loan.
2) Although your case was not included under the change in flat ownership (Not through a sale) but you may try to appeal to the HDB.
3) The guide on (2) is as follow:
https://www.hdb.gov.sg/cs/infoweb/residential/living-in-an-hdb-flat/changing-owners-occupiers/change-in-ownership/change-in-flat-ownership/guide-on-transfer
4) But you will still have to bear the valuation fee, legal fee, and IRAS stamp duty.
5) You may submit your appeal over this link:
https://services2.hdb.gov.sg/webapp/BF12AWFeedback/BF12SFrontController?service=ServiceFeedback&operation=createFeedback
