My wife is a Singapore citizen, and I have recently got my PR in Singapore too.

We are considering 1) purchasing a HDB in the resale market or 2) apply for a HDB, for investment purposes, i.e. we will not stay there.

For the first situation, after purchasing in the resale market, we will rent the whole HDB flat out. Is this actually legal? I have heard of illegal subletting, but is unsure about it. Can someone please advise?

For situation 2, after applying and getting the flat in a couple of years, is it possible to sell it or rent it out immediately, without staying in the flat?
