In order to be eligible for purchase of HDB resale flat, the purchase has to be under you and your wife's name. And both of you have to be PR for 3 years or more to be eligible.
In other words, your wife cannot purchase the HDB flat with her brother.
However, your wife can still purchase a private condo jointly with her brother, as there are no restrictions on this. They need not fulfill 3 years of PR too.
