my tenancy agreement signed in the month of november for a period of jan 2009 to dec 2009.but owner did not give me a copy of stamped cert until today. Can i terminate now by giving 1 month notice? also can i offset the security deposit for the last month rental? how to prove that i dont have a stamped cert.agreement

Did you do this with an agent? You can check with the agent whether the agreement has been stamped.

Alternatively you could also contact IRAS to check whether your tenancy has been stamped.

Offsetting security deposit for the last month rental is usually not allowed for various reasons.
