By the way, you mentioned he's 36 YO. What is his plan? If he intends to apply for his own BTO or resale HDB, it might not be advisable to apply SBF with your son.

1) Yes he is eligible to apply for SBF/BTO with you under the Public Scheme.
2) Note that you will have to sell your flat within 6 months upon key collection of the BTO/SBF.

Yes you can do so but must also include your wife at least as an occupier unless you are divorced. Do note that you have to sell your flats at least 6 months after taking possession of the SBF flat and resale levy might apply in your case. Yes, it is possible. But do take note that by doing so, you're forming a family nucleus with him for the flat. This means that you will required to sell off your current HDB flat latest within 6 months upon the key collection of the new BTO flat.
