By paper, it should be possible. The only concern is the eligibility for loan if required. Mike has mentioned to apply for BTO first and sell the executive flat within 6 months from key collection. The only set back is you won't be able to utilise any of the cash proceeds for your new place.
May I know if your parents have fulfilled the MOP for the existing executive unit? Would you consider going for a resale 3room HDB instead?
Maybe we can discuss further and I can have a better understanding before providing any advise.
