You are only eligible to purchase a resale flat under non citizen spouse scheme with your wife as essential occupier.

She will have to dispose off her overseas property and fulfill 5 years MOP as well before eligible to purchase a private property in Singapore or overseas.

Your non-citizen spouse will have to dispose off her property latest within 6 months upon completion of your HDB purchase.

If there are valid reasons for her not to dispose off the property, you can try to appeal with HDB. Approval will be on a case-by-case basis.
