My non citizen spouse has a overseas property. If i am to apply for a re-sale flat via non-citzen spouse scheme, is it possible for my spouse not to dispose her overseas property since i listed her as a occupier.

If her overseas property is for own stay, i.e for her parents to stay, you can do an appeal on this matter.
