My non citizen spouse has a overseas property. However it is for commercial use. If i am to apply for a re-sale flat via non-citzen spouse scheme, is it possible for my spouse not to dispose her overseas property since i listed her as a occupier.

Under HDB ruling, either owners or the essential occupier are not allowed to possess residential units within SG or overseas after they have taken possession on HDB unit. Since your spouse is have commercial unit, it does have any impact on your plans.
