My mum bought a 3 room resale flat in Depot Road 15-16 years ago. During that time, after staying there for 3 years she balloted and selected a flat in Woodlands. After the selection of the flat in Woodlands, the SERS enblocked was announced. We were given the the option to change our plans to select in Depot Road, which we decline and proceed with the Woodlands flat direct from HDB as the keys collection was just the following year.
When the time came for collection of keys, we sold our flat to the open market.
My question is, since Woodlands was our first application for a new flat, does it mean that she has a 2nd chance to apply another time a direct flat with HDB?
I was told recently by HDB that she has utilised her quota because of the SERS. Bearing in mind that the flat in Depot Road was purchase in the open market previously.
Why is that so?
